Istifta'at

I am aware of my right as a Mukallaf that I should know the characteristics of the Marjaʿ which I intend to follow, and I have found that you are able to answer my questions and doubts; So, is Aʿlamiyah a condition for a Marjaʿ-e Taqlīd and what is meant by Aʿlamiyah?

It is obligatory for a Mukallaf to follow (Taqlīd) the one who is the “most knowledgeable”, “most able” and “most competent”. The correct understanding of these concepts, manifests the necessity of such characterises in a Marjaʿ somone intends to follow. When we say the “most knowledgeable”, it refers to that person who is most capable of understanding all religious teachings and is not limited to issues of Ḥalāl and Ḥarām, as it is deducted from the verse: وَمَا كَانَ الْمُؤْمِنُونَ لِيَنفِرُوا كَافَّةً فَلَوْلا نَفَرَ مِنْ كُلِّ فِرْقَةٍ مِنْهُمْ طَائِفَةٌ لِيَتَفَقَّهُوا فِي الدِّينِ وَلِيُنذِرُوا قَوْمَهُمْ إِذَا رَجَعُوا إِلَيْهِمْ لَعَلَّهُمْ يَحْذَرُونَ التوبة 122 And it is not for the believers to go forth [to battle] all at once. For there should move from every division of them a group [towards the prophet] to obtain understanding in the religion and warn their people when they return to them that they might avoid [disobeying God and his punishment]. It is necessary for a jurist to be able to deduct and extract all religious teachings whether it is related to the beliefs, practical dimensions, Uṣūl or Furūʿ of the religion and not only practical rulings which are well known in religious seminaries as al-Fiqh or jurisprudence. This type of person is an absolute Marjaʿ and to follow him (Taqlīd) is permissible. When we say the “most able” person, we are referring to one that has the administrative ability to answer the questions and doubts of his followers (Muqalidīn) as well as constantly follow up on their affairs and circumstances. This is the explicit example of the sayings of the pure Imams (peace be upon them) who have said: علماء امتي مرابطون في الثغر الذي يلي ابليس و عفاريته يمنعونهم من الدخول إلى ضعفاء شيعتنا The scholars of my Ummah have filled the gaps created by Iblīs and his followers and prevent their infiltration amongst the vulnerable one from our Shiʿah people. This consolidation and filling the gaps is not possible unless the Marjaʿ-e-Taqlīd possesses «the power of knowledge» and «practical presence» so that he can thereby protect the boundaries of the sect, beliefs and religion, and this result cannot be obtained except with comprehensiveness in the system of religious knowledge, and this is the very thing we mentioned in the previous condition. By one who is “most competent” we refer to one who has courage and bravery which enables him to a certain and decisive opinion, without any kind of doubt or uncertainty, when necessary. Given these conditions, if a Mukallaf is assured of these qualities in a Marjaʿ, it is obligatory for him to follow (Taqlīd) that Marjaʿ or turn over to him.
